The WWPA International Supreme Council is composed of twelve Grand Masters of the Universal Esotericism, two representatives from each of the five continents, a President and the Grand Vizier Life. In 1999, the Grand Vizier of the Esoteric Society died at age 82 and left a predictive request: "My replacement will be a Latin American fellow, this is my last request," said the Zoroastrian Guru.
The brand new Grand Vizier was ordained with the name of Grand Master Don Zodiac Guille (Guillermo Capellan) on 21 March 2000 in a ritual ceremony in the mansion of WWPA in
Sydney. The newest member of The Supreme Council of WWPA reformed and streamlined regulation the requirements for admission to the Secret Society.
Since assuming his role of Grand Vizier, Don Zodiac Guille so far stayed out of the activities of the Secret Society until the Astrologer Chandrasiri Bandara of Sri Lanka was arrested in Colombo City, capital of ancient Ceylon. Immediately, Don Zodiac Guille, The Argentine Guillermo Capellan, had sent an e-mail to President Mahinda Rajapaksa and he petitioned the head of the government to release his colleague Chandrasiri Bandara.
